The Workforce Investment Act (WIA) of 1998 (H.R. 1385) was established to consolidate over 60 workforce development programs. The legislation provides a more streamlined and flexible workforce development system.
The Act repeals the Job Training Partnership Act (JTPA) as of July 1, 2000; however, Governors had the option of implementing the Workforce Investment Act as early as July 1, 1999. The Commonwealth of Kentucky elected to fully implement the Act by July 1999. A major emphasis of Title I of the Act is the "work first" approach. The work first approach requires the use of labor market information to evaluate the pool of workers seeking employment and training assistance.

Adult Services
Adult Services delivers tiered levels of services to adults, dislocated workers, and job seekers. Services include On-The-Job Training, Classroom Training, and Supportive Services. An assortment of resources is used to supply the latest job information, identify interest and aptitudes, help with resume preparation, and enhance career advancement
Out of area job search and relocation assistance may be arranged. Eligible individuals may receive assistance with tuition, books, fees, and other training related costs. Eligible individuals may be placed with a local business for a paid work experience or on-the-job training.

Year Round Youth Services
Year Round Youth Services provides assistance to in-school and out-of-school participants ages 14-21. The assistance includes paid and unpaid work experience, work readiness skills, job shadowing, mentoring, and other leadership development activities.
Assistance with tuition, books, and fees as well as supportive services may be provided.
